Best way to beat/end a ddos attack is to shut down the whole server/ restart the modem and all should be good because whatever ip stresser their using will end and stop sending huge amounts of traffic.

That's very unlikely. It depends on the attack, you have to figure out how the attack is being done and block the method.. Else it'll just start right back up again..
