I don't think DreamBot allows the swap unless your runtime is low, but I don't have access to payments or anything related to that

There was a game update earlier today, and I've seen reports of RL also having issues so I think this is a game issue.

Try restarting all clients and run the launcher to make sure you're on the latest build of DB just to make sure, otherwise just wait for RS to be fixed.
