If it isn't a lie though it means they're officially confirming they detect through client (not that all bans come from a client, but they can detect)

well,  its not impossible to detect through client.  the fact that they posted this should show that they do detect client or are atleast expanding to that horizon and will be able to detect soon.

It should be common knowledge by now that Jagex has methods of bot detection in the client itself, Just for example you will see a Packet sends values to the server that it obtains using reflection This is specifically used to target bots

it's used to detect modified clients, not bots specifically. It is only used to verify if their original members exist (and it also tests for values of static members), so you will only be detected if you rename/remove something. injection bots do not do this, they inject their own getters which jagexs reflection thing does not check for therefore they are not detected by this

I'm not saying they do now but it is a tool they have at their disposal. If my memory serves me right they did use this method of detection for iBot for a period of time. So it would be logical to assume that they would check for a bots getters if it was truly out of control for them. one of the easiest ways of bypassing this is randomly generating the method names on injection. However if I had to guess I would assume the majority of bot detection is to first take user reports into account then when your account reaches a certain threshold they monitor your accounts behavior looking for common patterns.

Another possible bot detection methods which really has never been verified and discussed heavily is the possibility of the method call counters, you will notice a lot of methods have integer counters that seemingly do nothing. Some assume that this is just part of the obfuscation but it can't be ruled out that they grab this variable values and see if they match up to what they predict to be accurate. This method wouldn't particularly apply to dreambot but it could easy apply to bots modifying the display of the game

yeah it's more of a last resort thing but i doubt they'd use it to detect bots at this point anyway since everyone and their moms know about it now
