Accoount Creation

I've been looking into Account Generation but I haven't been able to find something as of the time Jagex has made their accounts a requirement.

If not, is there a way to still make non-jagex accounts?

I'm ideally looking to mass create new accounts and wondering it either of the above is possible. If it is possible to mass create Jagex accounts, is the current way forward to have one character per account or what?

There is not a way to make non-jagex accounts.

I would recommend just buying accounts from people who already figured out how to mass create and do tut island on them.
