Server socket error for Dreambot

Ok so i  have a basic client/server connection, seems to work fine on the same computer, but when i use a different computer and connect to a client on another computer (same network), it gives me a conneciton time out error...

i further tested with just eclipse and not dreambot and IT ACUTALLY WORKED. But for some reason when i run the server on dreambot, my other computer cannot connect to it? I'm using the machine's 19v4 address from cmd ipconfig.

 

So im hella confused why it works on different computers with eclipse but, it won't accpet if the server is running on dreambot???
note: the client/connection works fine on the same machine even on dreambot, its the  2 different computer conneciton that is 'timed out' once the server script is ran on dreambot

1. Make sure your firewall on the pcs has opened the port you are trying to communicate on.
2. portforward the port on your router just incase.
