Normally 70+ range, 40+ prayer. It's doable with lower range though.

You can get Firecape at pretty much any stats in this day and age, 

 

You can do with ease with 61 Range, 43 Prayer

Becomes easier with 70 Range with Karils Crossbow

and at 75 Range Blowpipe.
