Unable to open more than 6 clients using CLI.

I'm encountering something very strange, if I run clients manually using the db launcher, i can open as many as I want, but when I do it via cli, i can only open 6 clients and no more will open unless i do it manually by clicking on the dblaucher. No matter whether I do it one cli account at a time, or by a python script loading them all at once, only 6 clients will open. Using windows server 2022.
