"time of day" breaks dont work

When attempting to set up a time of day break, the "next activation" timer doesnt seem to correspond with the "start" times I select. it will be 6am (time set to the proper time zone), start time set for 9am. and it will say next activation is 14 hours. and if I change it to 9:01am. it will randomly adjust to something like next activation in 6 hours.

any help would be appreciated!
