HTTP proxies can only be used to handle HTTP traffic (Websites). SOCKS is more general and can be used for just about anything. It could be a bad proxy, You could try downloading like a proxy checker tool or something to check it with. Otherwise, I would contact the customer service where you bought it and try to get another one. Also, just double check if it's IP authed, you authorized it to the correct IP.
