i get to the host/port page but i dont know what to type in there. Such as what nickname and stuff do I use? Where do I find these proxies...I assume jagex have tailed my ip address

nickname is whatever you want to put. It's a nickname for the proxy, so you can identify it easier in a list.

It was more geared for people who use 5+ proxies for different accounts so they could name the proxy after the account or w/e.

 

Host/Port is the host and port of the proxy.

I believe most private proxies now are IP authed, so username/password can be left blank (if they aren't ip authed, then you'll need to fill in username/pass)

 

You get the proxies by buying them from proxy selling sites, just make sure you get socks5.

I'd suggest not using free proxies, because any proxy that's free on the internet has been abused thoroughly.
