Odd, I've tested a vast majority of the quests in the past 2 weeks and been working on improvements and fixes. I have another account with the RFD goblin and dwarf requirements, I'll test both quests right now before releasing the update. I don't see why it wouldn't interact with inventory items though, unless an item name has been changed. Edit: it has bought all the items so the item names and IDs didn't change. In one of the recent DreamBot updates item selection has been fixed. Have you updated your client? Edit2: completed both quests, no issues.
