What the people have said above is correct. A starter main usually has well rounded combat stats (attack, strength, defense, range, prayer, mage, hitpoints) at 50-70+ in addition to some skill levels. This is just a woodcutting account that you could sell as a skiller because its level 3. I would would probably buy it if you were selling it cheap. I'm not even sure what an account like this would be worth, but I can't imagine it being a whole lot.
