I recently got back into OSRS after close to 9 years away but work 10 hours a day, so I do not have anywhere near the same amount of time I used to, to grind. I got from 1-99 fletching in little over 2 weeks botting 10 hours on weekends and 5 hours every night after work. If set up correctly by the user, you should honestly never have to worry about being banned unless you bot ridiculous hours which is humanly impossible.
