First, I opened a search (or the Start menu) and did a query for "proxy." Then I opened the "Proxy Settings" application. Disable the "Use Configuration Script" and "Use Proxy Server" options. Then check if the error has disappeared. If not, you can try contacting services like https://apiip.net/ because it may be about more global settings. Once I was able to solve it myself.
