Looking for tutorial rested accounts

As title suggests, I am looking for bulk accounts that have completed tutorial island and have been rested for at least a few days. I don't care if they're trade restricted. Ideally the accounts are created on USA residential IPs. 

IF anyone can link me to a seller who sells hundreds of cheap accounts (<200k per account), I will pay for information alone. The reward will be paid only after I have made my first successful purchase from the seller.

I know a guy who can provide loads for less than 200k
