RS GP will always be decreasing in price. As there is more of it in game, the less it retains its value. Especially with games such as fortnite taking all college kids away from the nostalgia of 07scape, many of the buyers are gone.

For such a significant drop in such a short period of time, it is very likely to be a major game exploit. The average number of players online hasn't fluctuated particularly, so it's not likely to be the player count that's the issue.
